I have single-shot nailer powered by .22LR blanks, bought back when I lived in MD and needed to add a wall in my basement.
FYI: Firing off a .22LR-nailer in the basement of a 1950s-built Baltimore suburban house cannot be heard either on the street out front nor in the houses on either side.
I was tempted to open a shooting range in my basement, but I was only a noob gun owner at the time and did not realize the potential hassle was worth the fun.

Oh… That could leave a mark… Can you imagine a construction site where they checked the ‘permits’ for all the construction workers???

Somehow i see the flare gun part conflicting with federal law. Possibly maritime laws.
