Dimocrats by definition lie about everything and anything. (Just look at the so called commander in chief, a pathological liar and his administration.)
Therefore the stories about the lowest homicide rate in Chicago are obviously and unequivocally lies.
Fudging the books is too polite a term for political liars.
Homicide is a funny statistic. It depends not only on the victim getting shot, but also on the victim NOT getting medical treatment quickly.
Get a few more ambulances assigned to the worst section of town, or better trained paramedics riding in the back of those life-saving vehicles, or a few better trauma surgeons in the closest hospital, and death rates can decrease dramatically despite the level of violent criminal shooting remaining exactly the same as last year.
A better metric for criminal violence is total number of criminal shootings.
A fired round is a fired round, but a dead victim depends on a whole lot more than getting shot.
