Yes, in many areas, but NOT in violation of Constitutional rights. Or else, what other rights should local authorities be able to violate?

Any bets as to whether Haslam will use this to hang his veto on?

Yep, rickn8or, they provide a target rich environment for mass murderers so the ruling elite class has a bloody emotional pretext to disarm us.
