I grew up in that neighborhood. I had my office on that corner for several years. It’s a no-nonsense, working class neighborhood. We had a Woolworth’s!
Before 1996, when unlicensed carry was still only a misdemeanor with expungeable supervision the usual disposition of a first offense, people could not get CCWs but they did not find that an insurmountable obstacle when they felt they needed a gun. And prosecutors, in a case like this, would not even ask for that, just a confiscate and destroy of the weapon and dismissal of the case. Otherwise, in the words of one prosecutor, it would be punishing the victim.

Maybe it was the offender, maybe it was witnesses, for all I know there was video evidence, but the word I’ve heard is that CPD saw this as a slam-dunk good shoot.

i think it helped that he used a shotgun and seems to have aimed for the legs and lower torso. birdshot for all we know, so hard to prove intent to kill. no pistol (eek!), no bystanders hurt, no death, and he stuck around to make a statement.

The story says he used a handgun.
The lower body hits are likely from jerking the trigger.
