Hmmm, I run with my Glock, draw it from a holster, put if back in the holster and have never shot myself, or anyone else with it. My trigger pull is much lighter than those cops have, I’ll agree with everyone else – training.

The stats of large numbers is at work here. “The Police” is a huge number, so you can expect even miniscule statistical likelihoods to occur pretty regularly, like fumblefingering a reholstering.
I wonder how many police officers have won a lottery (Other than Nic Cage, in that movie.)

I think that Nic Cage movie was based loosely on a true story.
The number is at least 1. But not likely much higher.
