That story makes me think it is an intentional move on someone’s part. Change the law then reject a record amount… I’m suspicious.

And next the hand-printing of all individual numbers and letters on the application form must comply successfully to machine-readable format, and must all be within the borders of the boxes for each letter, and so on, and so on, until the only applications that clear the administrative hurdles are those submitted by the donors to the local mayor’s campaign.
