I’d agree with the assesment of this being the first step in banning all youth hunting and sport shooting.
Like FOID cards and purchase permits, training requirements the antis want to make it hardest for someone to get their *first* gun.
Like how they want to make it illegal for someone to take a buddy to the range.
The harder and harder it is to get people to *start* shooting, the more the antis want it.
They thrive best when people are ignorant about guns. So it’s in their nature to both prevent people from learning and prevent new gun owners frome existing.
My 10 yo grandson shoots my Thompson and Grease Gun a lot. I get shit from people about this, but they don’t realize that it took three years from intro to solo. Makes no diff to them as they don’t know the diff between a machine gun, a sporting rifle, an Assault Rifle, an Assault Weapon and a toaster oven. Jack.
My daughter got kicked out (well, told she should go to another school) of high school because I’d gotten her interested in history and she started questioning them. Some “teachers” do NOT like being questioned, even (or perhaps especially) when it’s genuine. It’s the same thing, when you think about it. They have a set world view, a cage, which parents and children must NOT rattle.

The goal, some have not been shy about saying, is to do to guns what they did to smoking, i.e., make them socially unacceptable.
If a kid, at any age, ever gets to shoot a machine gun, they will not be an easy sell on the taboo of guns. Because, shooting is fun.
