What you have to understand about Illinois is, it’s run by thieves. Party affiliation makes no difference.
When Illinois first started the lottery, they made the claim that all the money would be used to fund the schools. And it was. But if the lottery made $10 million for the schools, the legislature subtracted that $10 mil from the regular state school budget, leaving the schools with a net gain of zero, and the legislature with another $10 mil to use on other projects, from which they could siphon off money to put in their own pockets. And the numbers were a lot higher than $10 mil. So it’s not surprising that the lottery is broke; everything is.
It’s not for nothing that four of the last ten governors of Illinois have ended up in Federal prison.
They aren’t losing money on the lottery. Since the legislature hasn’t passed a budget there is no authority for the lottery commission to issue checks.
Other parts of the state are running out of money.
It is easy to say Illinois is a corrupt state, because it is. But you don’t need to make stuff up.
4 of the last 6 Illinois governors have done federal time for corruption (bribery/payoffs), though one of them was convicted of something he did AFTER he was governor.
