And selling them through dealers who are required by law to perform background checks.

Remember, the police and their superiors are OUR EMPLOYEES, so any property taken during apprehension, arrest, conviction etc, becomes the property of the government over which are the EMPLOYERS, the people. We certainly should have access to it if we so choose with the proceeds going back into the public coffers to help pay OUR EMPLOYEES.
