Possibly not relevant is a story from WWII UH. During the war, ID cards were issued and required to be kept available. Reputedly, after the war it was proposed the program be retained. Until it was pointed out that the only crime solved by inspection of the IDs was, yep, the forging of them.

I’m a retired Gubmint employee. (Federal Fire Service DoD) And I can tell you without fear of successful condradiction that “stupid” is what gubmint, at any level, does best.

So thats two states this failed in yet somehow micro stamping a special serial number on spent casings will be different. Govt… if at first you don’t succeed try the same thing again only harder.

I believe NY still has that program. I guess they haven’t run out of money yet.

NY had basically the same system under the name CoBIS which was ended in 2012. Since then the Dems in the state assembly have been trying to make microstamping a thing.
