Might depend on the permit. The WA CPL does not have a photo, but the OR CHL does. And if it’s issued by a county sheriff, the TSA person might literally not recognize it as a government-issued document.
Depends on the person needing the ID and their politics. Post Office required two forms of ID so I handed drivers license and CCW. The clerk — who knew my PO employee wife — refused the CCW as proper ID stating it was specifically noted as not being acceptable. I pushed the issue and a supervisor stated there was no such regulation and that a CCW is a government issued photo ID which meets their requirements for identification. In this case more than met since two kinds of photo ID was presented when only one government photo ID and another form of some sort (such as a utility bill) was required
I used mine once at the airport in Aspen Colorado. The dude behind the counter gives me a stack of forms to fill out so I could carry on the plane. I would have filled them out if I thought there was a snowball’s chance in hell that I’d get away with it.
I once gave a bank clerk my CHL instead of DL. She completed my transaction without blinking, then noted that I only had two months to renew before it expired. This is why I love Texas.

I have also used my CHL for airline security … it’s a “Government Issued ID”, so no problemo.

I have had success in Denver, but Reno gave me grief. In many ways, it is the most accurate ID I have as it has my fingerprint on it.

Unfortunately, Arizona CCW’s don’t have a photo on them, so they don’t qualify as a “photo ID.”
