One bet of decent news:
If I am to understand this correctly, much like with a Type 03 FFL application (C&R) you have to inform the CLEO, but you do not need to get his or her sign off. This does not only apply to trusts, but to individual applications as well.
I’m sure that wasn’t their intent but, then, they’re not known for competence or wisdom.
And the rest isn’t so good:
The social security administration will rat you out if you receive benefits but have some sort of mental health problem:
The Social Security Administration has indicated that it will begin the rulemaking process to include information in the background check system about beneficiaries who are prohibited from possessing a firearm for mental health reasons.
The Department of Health and Human Services is finalizing a rule to remove unnecessary legal barriers preventing States from reporting relevant information about people prohibited from possessing a gun for specific mental health reasons.
So much for adjudicated as a mental defective.

When it comes to Rule 41, they royally screwed the pooch. If you read it carefully, any co-trustee who does not have the right to direct or manage the trust (amend the language, decide who is a co-trustee, what items get transferred to the trust), but does have the right to possess the NFA items will NOT have to provide fingerprints and photos. Therefore, if you trust is correctly set-up, you will now have to submit photos/fingerprints, but your friends/family will not, and now folks with anti-CLEO in their area can get NFA items. I don’t like the NFA, but this whole EO thing really is a loss for their side. I am surprised they were this sloppy.
