I am not convinced that she and many of her ilk are actually the frightened, Special Little Snowflakes as they make themselves out to be. This sort of behavior is as much a form of willful harassment, intimidation and control as anything else.
In most cases it is the primary motivation; make a fuss to such an extent that people get so tired of the fuss, and so fearful of being called insensitive, that they capitulate– It’s easier to tell the nice ROTC folks to avoid that part of campus. Then Ms. Fussbitch has won a small victory, she’s shown others how to do it, and then it grows and spreads.
No, People; don’t fall for this ruse by rising up and making fun of the “stupid cowards”. They know exactly what they are doing and it almost always works. The proper reaction is punish them, legally and administratively, for abusing the 911 system, disturbing the peace, being bigots and suchlike.

The problem is, fun. Anything that humans enjoy must be bad, so crush it. This is who they are; “I hate everything including you because I’m a little spineless sissy boy. Since I never got picked for kickball I’m going to ruin your fun. Why do you get to have all the pretty girls and neato toys?”

These are not mutually exclusive things. I can make fun of cowards while filing the complaint with the police department for their petty harassment and misuse of 911.
And make no mistake, they are cowards.
