North Korea is warning it’s imprisoned that there is a coming famine. So, the citizens there need to start taking their rice to dear leader, who is about 300 pounds:
Rodong Sinmun called for a 70-day campaign of loyalty and reportedly demanded that the North Korean people demonstrate their allegiance to Supreme Leader Kim Jong Un. To that end, the country is requiring all residents of Pyongyang, North Koreas capital city, to deliver about 2 lb. of rice to state warehouses each month.

And the NORKs should be happy they’re not living on tree-bark soup and ersatz coffee like the people in the U.S.

Who on Earth is calling them out on it, saying outright that it’s an evil system that simply has to go away? No one. That means we’re all fucked. Among all the nations and societies, not a damned one is standing up to that shit. Not the U.S., not the Catholic Church, not anyone. We deserve what happens as a result. We will have brought it upon ourselves, to say nothing about the poor starving sons of bitches in North Korea whom no one will lift a finger to help.

What purpose could a centralized store of rice serve?
Well, it might keep the troops at the DMZ fed, and the troops running the concentration camps fed, and the troops protecting Dear Leader fed.

Any criticism has to come from outside the country (where it will have difficulty achieving penetration due to censorship). Internal critics can only emerge after if a public rift among the powerful classes emerges. It can’t be just any rift either, because the rebel faction has to be sufficiently powerful and willing to provide cover to someone who will speak out. Otherwise it’s straight to the work camps, and everyone knows it.

It’s to make sure no one can stockpile food – an independent stock allows a little freedom form the government supply.

No just so they can’t stockpile food, it’s so they can’t save anything. As Jim Jones said, they’re likely not equipped to grow the rice. But this makes perfect sense: they are not expected to grow the rice, they are only expected to deliver the rice however they can, which for many will mean that they will have to sell off their other belongings, whatever they may be, to satisfy the demand. It ensures that no one can save goods or money or any other luxuries that they may have been indulging in, to each his own and all that.
