The practice of the NYPD charging additional unofficial fees is a long standing one. In a podcast from several years ago, Michael Bane recounted how when he lived in NYC, he went to his appointment for his gun permit at the NYPD. He had all of his paperwork and his check for all of the official fees. When he gave all of his documents to the officer he was asked if he had the $500 gun permit tax (cash only). He said no. His paperwork went into the round file and the officer kept his check.
At one time there was an NYC law firm that advertised in the gun mags. If you had a clean record, they guaranteed you a permit for $3000-5000 depending on if you wanted a permit for you home or full HCP.
