I approve entirely, though that letter is very poorly written.
It took me a while to figure out that despite “expel a projectile by the action of an explosive” fitting the description of the Can Cannon perfectly, it’s “not a firearm” because it’s a muzzle loader, since the charge (blank) and projectile (can) aren’t packaged together.
And the letter never bothers to mention that part of the law…
From the letter, the change was that now the assembly will not chamber a standard issue cartridge, but it will still chamber a M200 blank (which is presumably shorter.)
Frankly, it probably should have been done this way from the get-go for liability reasons, but maybe this was a strategic design to offer something for the bureaucrats to “catch”?
I can see the same issues here as a “less than lethal” riot control device that is shaped and feels too much like a duty weapon.

My can cannon never needed ATF approval. A 3″ bore 6 caliber black powder mortar that shoots 15 oz cans half-full of cement over 300 yards.

It was never an SBR, AOW, or DD to beging with. The ATF needs to be defunded and/or abolished ASAP.
