They’re just letting the FFLs computerize records for them, saving the AFT the time and expense of either flouting current law or working to have it changed. Not seeing this as an improvement, frankly.

Electronic records are easier to search and fold into a combined database.

As I understand it, the old method meant dealers would hold on to the 4473s until a trace called for a specific one, or until the dealer went out of business. I know of at least one dealer who said his stash of 4473s would never make it to ATF.
Regardless; they wouldn’t change the rules unless it made things easier for them, got them more money, or gave them more power.
