Manufacturing criminals
Well, the FBI has foiled several terror plots that it planned. The DEA has stopped plenty of drug deals that it set up. So, this shouldn’t surprise anyone:

Job security.
Any institution, once formed, drifts its mission to growing and securing the institution.
I have no doubt that all members of the FBI are convinced they’re doing great work. They tell each other that.
The media help out by making TV shows about them, depicting them as genius saints, suffering for the good, the safety and the security of others.

And the govt runs guns to Mexican drug cartels so that they can later be traced back to the US

I have made myself rather unpopular by being underwhelmed by this form of “investigation” (previously with respect to terrorism cases that probably wouldn’t have existed otherwise). Anecdoates are not data, etc. etc. but this sort of thing does seem to make great PR for the departments involved.

Publius, the FBI is trying to rebuild its’ image after all the damage Comey did to it with letting H->illary! off the hook.
They’ve probably got dozens of these cases on the back burners, just waiting for the proper time to make the bust. I mean how many times have you read they’ve busted someone after “months and months” of investigation?
