Well as to your question, Nashville is to TN as Miami is to FL, as Austin is to TX, and as Boise is to ID. Nuff said. Progs and commies (redundant) often take over the biggest towns and politics, not a reflection on the surrounding real people. I’m originally from Columbia an hour south of N-Ville and the contrast is jolting.
But. In this case the goal of not having residential neighborhoods turned into motel rows is legitimate, but apparently administered by TCB (typical commie behavior) of instituting arbitrary limits subject to cronyism and corruption, and having no qualms of ignoring Constitutional rights against police-state warrantless search and seizure.
Leave it to those redundants to take even a proper function of local gov (zoning) and turn it into a shitshow of gov overreach, mis- and mal-feasance. Let ’em have the cities. Wall ’em off and fill ’em up with sharks and chum.

Not denying that our mayor is a commie, but here’s the main reason for all of this:
“Metro first began taxing short-term rental hosts at the same rates they do hotels and motels in late 2014.”
“Since November 2014, the city has collected $1.65 million in tax revenue through short-term rentals (comment: as of June 2016).”
As usual, the metro govt is making a mess of it.
