Everyone has a good reason to fear injury – injuries hurt and cause physical and economic damage to the injured.
What? That wasn’t what DC meant by good reason to fear injury? Well, sorry about that, if you want your laws to make sense, write them better. And who decides good reason, the citizen or the state? I vote for the citizen to choose. Freedom of choice, and all that sort of thing, you know.
How about changing it to what the DC officials apparently really mean: “Good reason to fear an immediate and ongoing threat to the life or property of the applicant from specific individuals.” Well, that sort of nonsense already got shot down as unconstitutional. Writing it less clearly doesn’t make that “may issue” and “threat” nonsense any less odious.
DC is playing games they know they will lose, but it runs the clock quite well.
How about the Congress, which has the authority to do so, unilaterally implement Constitutional Carry or at least no-nonsense CHL registration in DC, and let the DC government spend millions of dollars and years of effort rolling that back to the previous status, instead of us playing Sisyphus defending against their giant boulders, of which they have an infinite supply?

Because that would require a display of backbone against the barking moonbats; something that the Republican majority has been loathe to display because “election year.” (Which happens every other year.)
