They’ll institute a registration scheme.
Then, they won’t give any approvals until they have to go to court.
Then, they’ll slow-roll approvals.
Wash, rinse off the blood from the mugging, repeat.

They see themselves fighting a (taxpayer funded) delaying action until HRC can do some court packing and have the constitution openly declared null and void.

Surprised they didn’t pull a Massachusetts and make it legal by letter of the law, but illegal by practice thanks to ‘suitability’ enforcement and legislation via regulations.
