Is it necessary to have a rifled barrel to have a “firearm”? I know, “shotguns” but I’m thinking pistol here, and that’s a legal issue.
I’d bet that most of us here know that it’s completely legal to build a firearm for yourself, and also that it is not legal to sell or transfer that firearm, except under very specific and very restrictive conditions (usually, inheritance from an estate, but there may be others, IANAL, etc.).
If submitting such an owner-built firearm to a gun buyback program is legal (and there may be an important legal difference between a government-run buyback program and one run by, say, some lefty anti-gun organization, dunno, again, IANAL) then I see one heck of a marketing opportunity for an 80% “Buyback Gun Kit.” If there’s no difference in buyback profit between handgun and long gun, then the cheap way might be some 80% parts and directions to the plumbing department at Home Depot (h/t Tam).

Dangerous toy, but if you have a fully-equipped machine shop and that’s how you like to relax ….
I’d recommend rifling the barrel, though.

OK, I’ll be the first to say it, massive rule #1 violations. I know he knows it’s unloaded, but you should always be perfecting your muscle memory.

You could epoxy in a bit of liner. That would add about $7 per gun though.
This a simple firearm, but it’s not optimized for home manufacture with basic tools.
I didn’t think open bolt designs were legal, but it’s not like it will go full auto.
If you’re going to mill out the firing pin, maybe you should go Vetterli style?

It’s necessary to have at least some rifled part of the barrel to avoid having a “sawed off shotgun”
