Well if they’re in jail, they can’t participate in the illegal voting scheme they’ve got going on, now can they?

That’s using prosecutorial discretion correctly, in my opinion.

The gun charges, which carry significant sentences, are used as bait to get the defendants to accept a plea deal on other charges. The prosecutors’ goal is to get a plea (>90% of all cases are settled with pleas), not to prosecute the actual crimes commited. That would be actual work, requiring actual effort.
