US government contract competitions can be seriously F’ed up. A couple years ago I was on the tech review board of a small (by gov’t standards) software development contract. Only two companies actually submitted bids, and one of those was obviously not capable of completing the work. Not only did they not have people with the necessary skills, they proposed hiring the losing company as consultants for “any knowledge which we currently lack”.
You’d think that would result in a quick award to the other company, but our lawyers insisted on dragging out for a full year (with more negotiations and cost increases), just so we could keep multiple companies in the running as long as possible.

Protests are part of the game. Low risk high reward kinda thing. You might spend some $ paying the lawyers but if you win you get another bite at the multiple hudred million dollar contract apple
