All of the regulations, and all of the laws, should go through congress. And the congressfolk (not their aides) all have to read every one from front to back. Twice. Then they can do their voting thing.

If they can’t memorize a law before passage, they don’t really know what’s in it. Therefore each member of Congress should be required to recite each one verbatim before being allowed to vote on it.
That would have the triple advantage of forcing them to be brief and clear, making sure they understand what they’re voting for, and reducing the number of bills to only a few per session.
Then again, we could simply hold them to the constitution, under pain of death, and thus all problems relating to runaway legislation would be solved overnight. You’d be surprized how quickly the surviving two or three members of Congress should shape up and fly right.

Lyle, that would mean lengthy debates in Congress as to what the proposed legislation meant, which would dramatically slow their output… you dawg you!
Perhaps having the drafter of the legislation should have to have a passage which details what section of the Constitution allows or requires this new law.

In that the powers delegated by the Constitution to the Federal Government are “few and defined”, it really shouldn’t be a problem.
