However, as predicted by Rep. Tom Massie (R-KY) the Fixed NICS bill has been merged with concealed carry reciprocity. It is now Title II of HR 38. Massie goes on to say that when the bill hits the Senate, carry reciprocity will be dropped and only the Fix NICS portion approved. Then given different bills have passed the House and Senate it will go to a conference committee who will only report out the Fix NICS portion of the bill. Rep. Dina Titus (D-NV) has offered an amendment to the bill being considered in the Rules Committee that would drop the carry portion of the bill.

    Kudos to Paul Ryan for merging the two bills and giving reciprocity a real chance at making it. This is good strategy tying it with the Fix NICS bill.

    Why is this good? If the carry part is dropped, all you are left with is the NICS part.

    And the fix nics bill will likely not fix nics, but increase the number of false positives.

    The “original” FixNICS (Cornyn version) was beefed up “enforcement” of reporting from state agencies and the feds (military convictions and mental health). The “new” version has add-ons like putting veterans and elderly in NICS like Obama tried. They’re trying to poison pill it (make NICS really bad, then say if you want CCW reciprocity you have to take NICS too). And the RINO leadership fell for it.
