Some shootings were excluded because they were done by military deserters, some because they were terrorists (Mumbai), and some because they were committed by militias.
Our rate may be lower, but all the other countries listed are much smaller, so we, with our larger population could have a larger number of mass shootings while still having a lower rate. It just depends on who’s talking and what story they are trying to sell.
