Not exactly true. An Illinois resident must have a FOID in order to purchase or possess firearms or ammunition within the state of Illinois. It is not necessarily a registration of owners so much as potential owners. The logical argument would be “All lawful firearms/ammunition owners have FOID cards but not all FOID card holders are lawful owners of firearms/ammunition.” If you are a resident of Illinois and are hunting and simply borrowing a gun from a friend, you’d better have a FOID card, because the gun and ammo are in your possession.
