Barrel import ban update
The ATF has issued another open letter regarding the pending barrel import ban that I covered before. It concludes with:
ATF recognizes that certain firearm barrels may be used to assemble either an importable or a nonimportable firearm. With this fact in mind, ATF believes that such “dual use” barrels would be eligible for importation into the United States under section 925(d)(3) for commercial purposes, provided prospective importers of such barrels make representations indicating that neither the importer nor subsequent purchasers of the barrels will use the barrels to assemble nonimportable firearms. Importers of such barrels must provide sufficient information, e.g., specific model designation(s) of the firearm(s) that the barrels will be used to assemble, in the “Specific Purpose of Importation” section of the ATF Form 6 that would enable ATF personnel to establish that the barrels sought for importation are being imported for the assembly into importable firearms. If the dual use barrels are being imported for resale to third parties, the importer must state in the “Specific Purpose of Importation” section of the ATF Form 6 that purchasers have been or will be advised that the barrels may only be used for assembly into certain importable models and must list the specific models for which the barrels will be sold. Inclusion of a model not known to be sporting may require the submission of a sample for evaluation to determine if importation of the barrels will be approved.
Seems they’ve backtracked some. Good. Another reason to push for the repeal of the sporting purpose language.

You mean like the “sporting purpose” language from this blast from the past?
From Senate Bill S.1431 (2003) co-sponsored by Senators Shotgun and Shotglass of Massachsuetts, among others:
“…a firearm shall not be determined to be particularly suitable for sporting purposes solely because the firearm is suitable for use in a sporting event.”
You simply can’t make this shit up.

When blogging about a particular bill before congress, I propose one should both cite the bill number, and also the word count.
Doing a command line wc -w hr1703.txt comes back with the shockingly small count of 621 words. Short enough for even the dumbest congress-critter to read and understand before passing. It seems to exclusvly strike language from the federal code. Almost always a good thing in regards to individual freedom.
This is exactly the bone I want my RKBA congressional majority to get behind. Let’s all contact our critters and ask them to endorse it. If they are for “free trade” they ought to get behind this law that supports the free trade in overseas durable goods. 😉
Surely if they are truly pro-gun, this law could easily be tacked onto the next “must pass” congressional spending bill. We need our “700 pound gorilla” to twist the thumbscrews a bit for us.

Arnold Harris, who is a regular commentor at Dean’s World and elsewhere, runs competitive submachine gun sporting events about an hour from my house. I would like very much to own a sporting arm suitable for use at these sporting events.
By the way, I love the google ads for wine barrels and rain barrels, but they all have to be at least 16″ long.
