Temptation is at fault. Criminals and violence prone abusers of others cannot resist the temptation of having a legally forced class of victims without taking advantage of the artificial weakness as mandated by law.
Remove that mandate, the victims do not appear and, in fact, are not in a weakened position. Which makes victimizing them much less attractive and tempting as a target.
So temptation is at fault. The city council and the mayor and the PD are at fault for supplying irresistable temptation to the weaklings that can’t resist it, but somehow find resistance easier when faced by the non disadvantaged.
