If the guy had been driving a car, it would have said “Car hits 14 people…” and if he had been driving a truck, it would have said “Truck hits 14 …”. Headlines are meant to be short.

“man runs over 14 people” would be fine w/out throwing in the usual sentient SUV line. Try googling “SUV kills” and see how many hits you get.
