In that case, it would be Assemblyweasel. Congressweasel would indicate he is a member of Congress. Plus, the implication of a state proposing this vs. federal is rather huge.
However, if you’re looking for a general -weasel, then might I suggest Legislativeweasel or some variation. That should cover you for Assembly, Senate (state & federal), and Congress.
The thing I found most amazing in the article was CBS referring to the McDonald case as “a landmark civil rights case.” It’s not quite as amazing as if ABC had said the same thing, but caused a double-take nonetheless. Of course, by civil right they may very well be referring to a state’s or city’s ‘right’ to ban guns.
However in the very same article, they referred to the Brady Campaign as “an anti-gun advocacy group” rather than a ‘gun-control’ advocacy group. I think Declan McCullagh must have slipped through the employee screening process. Good.

Congress is defined. It is a meeting unlike ingress or egress which denote entering or leaving it denotes a coming together. So it is not inappropriate to use it in terms of state legislatures or legislators “in congress assembled”.

And I would, of course, point out that this being Kalifornistan, 99% of all firearm transfers are legally required to go through an FFL, even for person-to-person, even for family members. It is not a “registry” by the strict definition, but given the longevity of 4473s, it might as well be.
