If it was made after may of 1986, yes completely. Guns made prior can be transferred but it’s a time consuming and expensive process that goes through the ATF.
I do usually see 1-2 machine guns at the gun shows here in Texas. Unfortunately I lack both an NFA Gun Trust and the amount of money it would take to add one to my collection. In Dallas the CLEO won’t sign off on any NFA Items so that adds another $600 to the transaction (on top of the $200 tax stamp) and the many thousands of dollars for the MG.

You don’t need a trust. A LLC or corporation work just fine (and are probably better vehicles for owning NFA anyway).
